    No VAT is not charged on the second-hand property in Poland.
    If the property has been used for business purposes, it may have VAT payable on sale but usually ordinary residential property, which was sold new and was VAT paid is zero-rated.
    You do, however, have to factor in taxes and Notary fees, which are not in the advertised price, so allow 3%, and then there are the realtors' fees, so I would always estimate another 5% in total on the advertised price.
